The Senate and its Policies
The senate has undergone a few changes recently. The concept of the senate meeting as a committee was being proven to be inefficient over the past years. Under the new structure, individual authority is given to separate senators corresponding to a specific aspect of guild life, called circles. Each senator will have a circle that will be theirs.

The whole purpose of the circles is the fact that each and every one of them are integral to the guilds well-being. One circle cannot exist healthily without the coexistence of the others; they are interdependent. Now, these two circles in question already have a leadership position over them, but they themselves cannot make new rules/divisions/other things that would normally require a senate vote.

Lets say for the sake of pure example that the quartermaster would like to create a crafting division - well, it sounds good - but it's going to have to get senate approval. The purpose of the senate circles is to provide support, not to take charge of. Quartermaster will not work for the senator, but the senator will work for the quartermaster in most situations. Bottom line is: The senate is here to serve the people.

These are the tasks entailed with each position.

  • Circle 1: Awards/Ceremonies: You will try your best to keep track of those around you and make note of exceptional behavior. If there is cause for celebration, you will be the one setting it up (Example: Elder status party). This will in most circumstances be a great job in the fact of pointing out the good in people, and encouraging them to do their best.

  • Circle 2: Crafting/Infrastructure: You will handle any situations regarding the K*S town, or any other physical establishment wishing to be erected/razed by K*S. You will also be supporting the crafting section of K*S, ensuring that the quartermaster has sufficient resources to continue their job and attending to our resident crafter's (crafter's as main chars) needs.

  • Circle 3: PvP/Training: You will train and support any willing brothers in the art of war. You are responsible for properly training your brethren, and for giving them ample opportunity to hone their skills on the field (i.e. Events). You will also be supporting the PvP division, ensuring that their needs are attended to.

  • Circle 4: Multi-Guild/Liaison: You will be the emissary to other guilds/organizations. You will communicate with them, and work to improve relations between the guilds to create a positive environment for both (or more) guilds. If there are no guilds in communication it will be your task to search out compatible guilds.

  • Circle 5: Recruitment: You will be in charge with supporting the NMC in providing recruitment opportunities to bring people into K*S. This can be accomplished a variety of ways; care packages, recruitment drives, bring a buddy day even!

  • Circle 6: Activities/Events: You will be in charge of making sure that K*S has ample amounts of events going. If in the circumstance that the guild goes into an 'event lul' (happens every so often), you will have the responsibility of trying to stir up some participation among the guild members, either by making events yourself, or by sending out reminders to other events, etc...

  • Circle 7: Senate Speaker You will be in charge of any issues coming up with the senate, and ensuring that senate members needs are tended to. You will also be the judicature of the senate meetings and senate votes. Anything that does not fall under the circles mentioned above will be placed by default under your care.
Basic Senate Responsibilities that we all share: L.E.A.D!

  1. Listen: We are all *required* to listen to our members, no matter how extreme their opinion, and respect them. Sometimes they have very good ideas that we could not have come up with without their help.

  2. Exist: We must remain as active as possible to the members so that we can achieve a better understanding of the guilds needs. A senator who has not been around many members may not understand why certain people want some things to change.

  3. Act: The major one, now that we have a system being set up to facilitate this acting, perhaps we can become better organized. In acting on what the people/you think, we can move forward with the guild. Better to move forward than to lie stagnant.

  4. Discipline: Any senator can bring about a charge of disciplinary action for a member to the senate. You don't have to wait for a formal complaint to roll around. A senate vote will follow to determine the outcome.


These basic responsibilities, along with the specific ones from the circles mentioned above, define what each senator must do in order to ensure the productivity of the guild.

Circles 1 through 6 are normal senatorial positions that are obtained through elections. Circle 7 is the senate speaker's position, the senate speaker must already be a senator to qualify, and must be appointed by the GM. If the speaker's performance is inadequate or steps down, then the GM will look into finding a replacement.

If a senator leaves the guild, their position will be open. The Senator (or Senate Speaker) is required to appoint someone - after a week of interest posting is held. If there is more than one candidate wishes for the vacant circle, then the Senate Speaker has the final say in appointing the appropiate candidate. If the senate speaker leaves for any reason, one of the senators must be chosen to take the position, leaving their previous circle open. The person wishing to run will be well informed of what their circle is, and what type of situations they'd be dealing with.

Also, if a candidate or senator holds a leadership position over a certain area (i.e. Crafting or NMC), they cannot hold the primary circle for that which they are leading. For example, you cannot hold the circle of recruitment and be NMC head at the same time. This is to allow other members of the guild to become more involved with the leading and support of the guild.

Now, how this works is that each person will receive special jurisdictions over a certain circle. How things will get done is if there is a decision that needs to be made, the person in charge of that certain circle will gather info, and make a decision, and send his proposal to the senate speaker.

The senate speaker has three options, Yes, No, or take it to the GM. If the speaker opts to take it to the GM, the GM will make the call on what to do. He has three options, Yes, No, and Senate Vote.

Now, if a senator is unhappy with the speakers decision, then the senator can request to send it to the GM, and the speaker MUST comply.
However, if a senator is unhappy with the GM's decision, then the senator can request to have a senate vote, but the GM does NOT have to comply. His decision is final.

One thing to note is that anything that used to require a senate vote (treason/sabotage/warring stones/code violation) will still require a senate vote. These are big deals will need all the senate compliance.

Each senator will be responsible for making rules/modifications for that certain circle (aspect of guild life). If they see a problem with something, they make a proposal to the speaker. The proposal can be anything, complicated or easy, stern or accommodating. If the proposal seems a bit extreme, it will probably require a lot of supporting arguments to allow passage through the speaker/GM. It would also be good to give pro's and con's of what your doing, so that the speakers don't have to sift through post upon post/messages to try and make a decision (just makes things go smoother).

Also, each senator will have a six-month term. After which, they will have to run for re-election. For starting, the people that have been in the senate the longest will run first. If you run uncontested, or if you win the election, you are still in. There are no term limits. If you lose the election, then the winning person will take the seat.

Elections will start in June 2005, there will be two weeks of seeing who will run against who, and then there will be a week of voting.

Senate Policies
The Luscan Foundation
The Knights of Superior organization aims to help new players of Ultima Online learn to play the game and have fun. Minimum one event a month will be run for this cause. A set or variable amount of gold that the guild takes in from vendors and contributions will be set aside to conduct these events.

Squad house development
Any squad leader who wishes to increase the size of or purchase a new dwelling for the purpose of a 'squad base' may have their funds matched up to 2 million gold pieces by the guild. This is to help promote squad development.

Homeless Tenured Member Support
Any member who has been active in the guild over 3 months and wishes to have a house to call their own may petition the Senate to make a purchase with guild funds. They will be eligible for up to 2 million. Any member who has been active in the guild over 6 months will be eligible for up to 3 million. The request will be discussed and, with this policy, may be accepted more easily. This is for the purchase of a new house. Not to upgrade to a bigger house, or to buy a house for a different account.

Rejoining K*S
If a member leaves K*S, in good standing, and decides to return within 1 month, they will be accepted back with no loss of rank. If said member held any position or office within the guild, that member may resume that position on approval of the Senate, assuming that position has not already been filled. If a member leaves, and is gone for more than one month, they may rejoin, but will be reduced 2 ranks.

Punishments and Discharges
  1. If a member is reported breaking the K*S Code, he/she gets a verbal warning, or, depending on the severity, a vote for discharge. 75% of the Senate needs to vote on discharge. In the case of Killing or stealing from another member, the accused will be removed from the stone till the matter is resolved. If not voted for discharge, they will be reinstated.
  2. If a member is reported again inside a one-month period the issue is sent to the Senate and a discussion of demotion of 1 rank or discharge takes place. 51% of the Senate within a four-day period is required to demote/discharge a member at this level. If it involves the killing or stealing from another member, the above actions take place.
  3. If a member is reported three times within a two-month period only 25% of the Senate is required to discharge a member. This step is repeated as many times as needed.
  4. Any member (Initiate through Elder) can file a complaint with the Senate. There will be a four-day time limit for voting.

Advisors
Any Senate member who has been active in the Senate for an extended period of time and leaves the Senate on good terms may remain a Senate 'Advisor'. This is not an official title, but Advisors will have access to the Senate forum and be allowed to discuss issues there. They will not, however, be allowed to take part in any Senate voting.
